Why did the Framers create the Senate?

The Senate was created to correspond the interests of the states and to dilatory down extremist measures from the House, but it has failed to unrecorded up to its perfect owed to a deficiency of deliberation, partisanship, and a nonaccomplishment to cheque the enforcement branch.
