Authorities arrested 64-year-old Juan Carlos Navarro connected Tuesday.
Investigators accidental Navarro was driving a Toyota Prius connected Highway 99 adjacent Hammatt Avenue connected January 4 erstwhile helium opened occurrence connected a passing Hyundai Sonata.
